Die Biographien der potentiellen Opfer wurden durch sie ebenso berührt wie politische Entscheidungen. Attentate dienten dabei nicht nur als willkommener Anlaß für repressive politische Maßnahmen wie die Sozialistengesetze. Vielmehr wurde durch die ergriffenen Präventivmaßnahmen gegen Mordanschläge ein umfassendes Sicherheitssregime begründet: Von der Gesetzgebung über neue Regeln der Polizeiarbeit bis hin zum konkreten Personenschutz entwickelten Politik, Polizei und Behörden ein neuartiges Maßnahmen-Spektrum, um der Attentatsgefahr zu begegnen und die gewünschte Ordnung im Reich herzustellen.
