Diese bieten für zentrale Lebens- und Gesellschaftsbereiche (Gesundheit, Mobilität, Bildung, Politik) digitale Lösungen, mit denen auch den Herausforderungen des demographischen Wandels und des ländlichen Raums begegnet werden kann. Um gesellschaftliche Teilhabe für alle zu ermöglichen, ist zudem eine digitale Gesamtstrategie notwendig. Mit Estland, Israel, Österreich und Schweden wurden daher digitale Vorreiternationen bereist. Aus den Erkenntnissen vor Ort lässt sich für Deutschland ableiten, wie die politische Digitalstrategie, der Ausbau von Netzinfrastruktur und digitalen Kompetenzen sowie der intelligente Einsatz digitaler Technologien hierzulande weiterentwickelt werden können.
