Die bereits im Gesetzgebungsverfahren deutlichen Spannungen in der Abgrenzung kommunaler Entsorgungsaufgaben und gewerblicher -tätigkeiten bestehen auch nach der Neuregelung fort (Stichwort: "Einheitliche Wertstofftonne").
