We increasingly recognize that Paul did not write his letter to the Romans primarily out of doctrinal concerns. Paul B. Fowler presses that insight home in this attentive, yet eminently readable, study of the letter's structure.

The principles of Fowler's reading are that rhetorical questions in Romans 311 structure the argument, not as responses to criticism but as Paul's careful guiding of the reader, and that these chapters, like the paraenesis in Romans 1215, address specific circumstances in Rome. Careful attention to the rhetorical structure of the letter points to tensions between Jew and Gentile that aggravate the already precarious situation of the Roman congregation. In the course of his argument, Fowler explodes the common conceptions that Paul employs diatribal technique to answer objections and that he is primarily engaged in a debate with Jews.

In short, Fowler demonstrates that the apostle is not writing defensively, but responding with sensitivity to the volatile atmosphere caused by Claudius's expulsion of some Jews from Rome. The book includes an appendix on rhetorical devices and another on epistolary formulas in Paul's letters.

Q: 1Τίοὖν {ἔστιν} τὸπερισσὸντοῦἸουδαίου,
τίς ἡ ὠφέλεια τῆς περιτομῆς;
What then is the advantage of the Jew?
Or what is the benefit of circumcision?
A: 2πολὺ κατὰ πάντα τρόπον.
πρῶτον μὲν [γὰρ][2] ὅτι ἐπιστεύθησαν τὰ λόγια τοῦ θεοῦ.
Much in every way.
Foremost, that they were entrusted with the words of God.

Section 2

Q: 3τί γάρ εἰ ἠπίστησάν τινες;[3]
μὴ ἡ ἀπιστία αὐτῶν τὴν πίστιν τοῦ θεοῦ καταργήσει;
For what if some did not believe?
Their unbelief will not nullify the faithfulness of God, will it?
A: 4μὴ γένοιτο.
γινέσθω δὲ ὁ θεὸς ἀληθής,
πᾶς δὲ ἄνθρωπος ψεύστης,
καθὼς γέγραπται,
ὅπως ἂν δικαιωθῇς ἐν τοῖς λόγοις σου
καὶ νικήσεις ἐν τῷ κρίνεσθαί σε.
May it never be!
But may God be true,
and every man a liar,
as it is written,
“That you may be justified in your words
and vindicated while you are being judged.”

Q: 5εἰ δὲ ἡ ἀδικία ἡμῶν θεοῦ δικαιοσύνην συνίστησιν, τί ἐροῦμεν;
μὴ ἄδικος ὁ θεὸς ὁ ἐπιφέρων τὴν ὀργήν;
(κατὰ ἄνθρωπον λέγω)[4]
But if our unrighteousness commends the righteousness of God,
what shall we say?
The God who inflicts wrath is not unjust, is he?
(I am speaking according to man.)
A: 6μὴ γένοιτο.
ἐπεὶ πῶς κρινεῖ ὁ θεὸς τὸν κόσμον;
May it never be!
Otherwise how will God judge the world?

Q: 7εἰ γὰρ ἡ ἀλήθεια τοῦ θεοῦ ἐν τῷ ἐμῷ ψεύσματι ἐπερίσσευσεν εἰς τὴν
δόξαν αὐτοῦ, τί ἔτι κἀγὼ ὡς ἁμαρτωλὸς κρίνομαι;
8καὶ μὴ [τι λέγωμεν] (καθὼς βλασφημούμεθα καὶ καθώς φασίν τινες ἡμᾶς
λέγειν)[5] ὅτι ποιήσωμεν τὰ κακά, ἵνα ἔλθῃ τὰ ἀγαθά;
For if the truth of God by my lie abounded to his glory, why am I also
still being judged as a sinner?
And why not [say], (as we have been slandered and as some say that
we say), “Let us do evil that good may come”?
A: ὧν τὸ κρίμα ἔνδικόν ἐστιν.
Whose judgment is just!

Q: 9Τί οὖν; προεχόμεθα;
What then? Are we better than they?
A: 9bοὐ πάντως· προῃτιασάμεθα γὰρ Ἰουδαίους τε καὶ Ἕλληνας πάντας ὑφ᾿
ἁμαρτίαν εἶναι.
Not at all, for we have already charged that both Jew and Greek are
all under sin.
