Anstaltsbeiräte sind von der Vollzugsverwaltung unabhängige Gremien in den Justizvollzugsanstalten, in denen sich Bürger ehrenamtlich engagieren. Ihre Aufgaben, Rechte und Pflichten sind in Baden-Württemberg in § 18 des ersten Justizvollzugsgesetzbuchs geregelt. Die Autorin befasst sich mit der Frage, welche Funktionen den Anstaltsbeiräten in Bezug auf ihre Tätigkeit im Strafvollzug und ihr Wirken in der Gesellschaft auf normativer Ebene zugewiesen werden. Die Praxis der Beiratstätigkeit in Baden-Württemberg wird nach den Angaben der Anstaltsbeiräte beschrieben. Durch Gegenüberstellung von normativem Anspruch und tatsächlicher Praxis zeigt die Autorin die Wirkungsmöglichkeiten der Anstaltsbeiräte im Strafvollzug Baden-Württembergs auf.
