Aus Anlass der Ergänzung der Vergabegrundsätze um die Verhältnismäßigkeit stellt die vorliegende Arbeit anhand der Untersuchung des vergaberechtlichen Normenbestands dar, inwieweit und auf welcher Grundlage der Verhältnismäßigkeitsgrundsatz im jeweiligen Kontext zur Anwendung gelangt. Damit wird nicht nur die Handhabbarkeit des Grundsatzes für die Vergabepraxis verbessert und ein Beitrag zur weiteren wissenschaftlichen Durchdringung des Vergaberechts geleistet. Vielmehr liefert die Arbeit daneben auch grundlegende Einsichten für das allgemeine Verständnis des Verhältnismäßigkeitsgrundsatzes im europäischen Mehrebenensystem. Der Autor ist Referent im Bundesministerium des Innern, für Bau und Heimat.
