Die fĂŒr diesen Informationsaustausch zwischen öffentlichen Auftraggebern und Wirtschaftsteilnehmern zur VerfĂŒgung stehenden Nachweisinstrumente, insbesondere die Einheitliche EuropĂ€ische EigenerklĂ€rung, genĂŒgen nicht den Anforderungen an effiziente Vergabeverfahren. Das Ziel der Arbeit ist, auf Basis der Richtlinie 2014/24/EU, einen konkreten Reformvorschlag zu formulieren, der den Nachweis der vergaberechtlichen Eignung effizienter auszugestalten hilft. Das zentrale Element dieses Reformvorschlags ist die EinfĂŒhrung einer Eignungsvermutung. Um eine missbrĂ€uchliche Verwendung zu vermeiden, ist ein umfangreiches Anreiz- und Sanktionssystem vorgesehen.
