Este manual-fichero es, por un lado, la cristalización de una necesidad y un sueño y, por el otro, el aprovechamiento de una coyuntura especial: la puesta en marcha de una determinada manera de entender la tutoría en el marco de la Reforma Integral de la Educación Media Superior (RIEMS).El sueño, no cabe duda, se alimentó de las circunstancias. Sin embargo, los autores de este manual, antes de la reforma y del establecimiento de losmecanismos de gestión en el Acuerdo 442, estábamos convencidos de los beneficios que la tutoría trae al alumnado, pues lo coloca en el centro de las acciones educativas, lo cual coadyuva a la organización del centro educativo en sus finalidades tanto pedagógicas como sociales.
