Das derzeitige technologische und ökonomische Umfeld ist für den Standort Deutschland durch erhebliche Veränderungen gekennzeichnet. Dies betrifft besonders die industrielle Basis ländlicher Wirtschaftsräume in Baden-Württemberg, die die tiefgreifenden Veränderungen der internationalen Arbeitsteilung, die Abschwächung und Differenzierung der Nachfrage und die Dynamik technologischer und organisatorischer Neuerungen in eine «Sandwich-Position» zwischen prosperierende Wirtschaftszentren und Niedriglohnländer bringen. Neben diversen Standortnachteilen dürfte dies auch in spezifischen Anpassungs- und Neuerungsproblemen einzelner Unternehmen begründet sein. Bernd Nolte greift diese Frage auf, indem er die möglichen Hemmnisse im betrieblichen Innovationsverhalten und die Chancen einer Beeinflussung der «Engpaßfaktoren der Innovation» im Rahmen einer «Innovationsinfrastrukturpolitik» zum Gegenstand theoretischer und empirischer Analysen macht.
