provision
of
rural
transport
services
is
a
real
conundrum
for
policy-makers.
Is
it
justifiable
to
provide
such
uneconomic
services
when
the
required
public
investment
could
be
used
to
a
greater
welfare
effect
elsewhere?
Are
there
any
alternatives?
Electoral
support
for
such
services
has
always
been
strong;
perhaps
because
of
a
nostalgic
desire
to
sustain
traditional
rural
villages,
or
out
of
empathy
for
the
populations
that
inhabit
rural
areas.
The
mobility
of
rural
populations,
and
their
ability
to
access
other
public
services,
is
important;
and
without
public
transport
services
to
rural
areas,
there
is
the
potential
that
such
areas
would
go
to
ruin,
to
the
detriment
of
society
as
a
whole.
Perhaps
these
external
benefits
(see
Section
9.1)
do
justify
their
provision.
Either
way,
it
is
a
problem
that
is
not
going
away
and
so
needs
solutions.
Nash
(1982)
has
suggested
the
use
of
part-time
and
voluntary
labour;
and
smaller
vehicles,
enabling
greater
flexibility,
higher
speeds,
and
services
more
specifically
tailored
to
the
needs
of
individual
communities
(smaller
vehicles
being
able
to
access
routes
prohibitive
to
larger
vehicles).
