Ganz Europa sei vom »Geist der Revolution« erfüllt, fürchtete der britische Premierminister David Lloyd George im März 1919 angesichts des Übergreifens politischer Umsturzbewegungen auf große Teile des Kontinents. Der gewaltigen Unzufriedenheit und dem Wunsch nach politischer Veränderung stand allerdings rasch die Angst vor deren unabsehbaren Folgen gegenüber. Russland war nach den Revolutionen des Jahres 1917 in einen brutalen Bürgerkrieg abgeglitten, Deutschland im Jahr darauf von der Novemberrevolution erfasst worden. Die teils von erheblicher Gewalt gekennzeichneten antirevolutionären Maßnahmen betrafen allerdings nicht nur die unmittelbare Nachkriegszeit. Nahezu das gesamte 20.
