Das Gelingen dieses Theorie-Praxis-Bezugs gewährleisten die Karlsruher Expertinnen und Experten aus Sozialverwaltung, Sozialpolitik, Sozialarbeit, Sozialwissenschaft und Wohnungswirtschaft, die bis zum Jahr 2020, dem Zeitpunkt des prognostizierten Endes der anspannten Lage am Karlsruher Wohnungsmarkt, mit ihren Beiträgen zur Linderung von Wohnungsnot beitragen wollen. Band 4 der Karlsruher Schriftenreihe "Wohnungssicherung am angespannten Wohnungsmarkt" zeichnet 15 Jahre "Gesamtkonzept Wohnungslosenhilfe '97" nach.Mit dem Gesamtkonzept Wohnungslosenhilfe '97 initiierte der Karlsruher Gemeinderat in seiner Sitzung am 13.05.1997 eine Aufgabe, die in sozialer und baulicher Hinsicht in Bezug auf die darin untersuchten Wohngebiete mit Entwicklungsbedarf auf etwa zwanzig Jahre angelegt ist. Dem Gemeinderat wurde zum damaligen Zeitpunkt zugesagt, im Zweijahresrhythmus einen Sachstandsbericht vorzulegen.
