A presente obra tem como objetivo analisar se o acesso à rede mundial de computadores (a internet) deve ser garantido como um Direito Fundamental, sendo um instrumento ao acesso à informação, garantia prevista no inciso XXXIII, do art. 5º, da CF. O estudo científico proposto é desafiador, na busca de um equilíbrio da soberania individual do cidadão e as limitações de acesso tecnológico.Nesse sentido, o desafio proposto foi entender que o acesso às informações através de suas ferramentas precisam corresponder uma ascensão cultural e tecnológica.Por fim, o estudo de base teórica mostra a realidade de primazia da relação entre cidadãos, constituição, acesso universal, de outra banda, que poderia ser mais larga do que são as formas de contenção e de dificuldade desse acesso.
