Die Bundesregierung hat sich in der nationalen Nachhaltigkeitsstrategie ein hohes Ziel gesetzt. Im Rahmen einer Selbsteinschätzung stellt sie jedoch fest, dass das bisherige Handeln bei weitem nicht ausreicht um einen politisch erwünschten nachhaltigen Entwicklungspfad konsequent zu gehen. Diese Erkenntnis gilt für alle Bereiche des Landes, auch wenn es in Wissenschaft, Forschung, Bildung, Wirtschaft und der Gesellschaft ermutigende Beispiele gibt.In den beiden ersten Kapiteln werden einige Grundlagen zur nachhaltigen Entwicklung vorgegeben, um den Anspruch des Paradigmas zu verdeutlichen. Begründung: Der Grundkonsens in der Fachwelt hat sich in Politik, Wirtschaft, Forschung und Gesellschaft noch nicht in gewünschtem Maße durchgesetzt. Danach geht es primär darum das Spannungsfeld zwischen ermutigenden und unzureichenden Entwicklungen zur nachhaltigen Entwicklung deutlich zu machen.
