Demokrati betyder folkestyre, men hvor meget deltager folket egentlig i styret, når det har mulighed for det? Ved folketingsvalg deltager langt de fleste vælgere, men her styrer folket ikke i den forstand, at det træffer politiske beslutninger. Det udpeger alene nogle af magthaverne. Kun ved folkeafstemninger træffer folket direkte politiske beslutninger. Siden 1916 har der været afholdt 23 nationale folkeafstemninger i Danmark. De fleste gange har folket fået mulighed for at standse forslag, der var vedtaget af Folketinget. Kun ved fem afstemninger har folket styret på den måde, at det skulle vedtage ny lovgivning, nemlig forslagene om grundlovsændringer i 1920, 1939 og 1953, forslaget om valgretsalderen i 1953 og forslaget om ændring af tronfølgeloven i 2009. Disse afstemninger er emnet for "Folkets love", der undersøger, hvordan folket deltog i afstemningerne, hvilken betydning deltagelsen havde for udfaldet, og hvor interesseret folket var i at benytte muligheden for at vedtage ny lovgivning.
