Ved folketingsvalg deltager langt de fleste vÊlgere, men her styrer folket ikke i den forstand, at det trÊffer politiske beslutninger. Det udpeger alene nogle af magthaverne. Kun ved folkeafstemninger trÊffer folket direkte politiske beslutninger.
Siden 1916 har der vÊret afholdt 23 nationale folkeafstemninger i Danmark. De fleste gange har folket fÄet mulighed for at standse forslag, der var vedtaget af Folketinget. Kun ved fem afstemninger har folket styret pÄ den mÄde, at det skulle vedtage ny lovgivning, nemlig forslagene om grundlovsÊndringer i 1920, 1939 og 1953, forslaget om valgretsalderen i 1953 og forslaget om Êndring af tronfÞlgeloven i 2009. Disse afstemninger er emnet for "Folkets love", der undersÞger, hvordan folket deltog i afstemningerne, hvilken betydning deltagelsen havde for udfaldet, og hvor interesseret folket var i at benytte muligheden for at vedtage ny lovgivning.
