Unter Einsatz aller verfügbaren Ressourcen bemeisterten die Stadtgesellschaften die Herkulesaufgabe einer Wiederherstellung ihrer Urbanität aus Trümmern. Dies geschah aber auch durch die oft umstrittene Rekonstruktion von Wahrzeichen und von unverwechselbaren Stadträumen, bisweilen auch von Stadtquartieren.
