Das vorliegende Buch analysiert die Ursachen und Muster, die nach Herodots Beschreibung zu Misserfolg bei Entscheidungen führen. Löffler untersucht detailliert einzelne Entscheidungsprozesse und ordnet die Ergebnisse in den historischen Kontext ein. Dadurch trägt der Autor zum Verständnis der Entstehung der Demokratie im Athen des 5. Jahrhunderts v. Chr. bei, die wesentlich von der engen Beteiligung des Bürgers an Entscheidungsprozessen bestimmt war. Löfflers Erkenntnisse machen zudem deutlich, dass Fehlentscheidungen der Gegenwart - nicht nur auf politischer Ebene - dieselben Ursachen haben wie die, welche Herodot bereits vor etwa 2.500 Jahren identifiziert hat.
