Einschlägige Studien zeigen, dass die Vermögens- und Einkommensungleichheit in Deutschland in den letzten Jahren zugenommen hat. Die Kernbotschaft der im Zusammenhang mit dem Thema Armut in Gang gekommenen Diskussion lautet: Menschen in prekären Lebenslagen sind von sozialer Ausgrenzung bedroht. Exklusion, basierend auf Einkommensarmut, wirkt dabei nicht nur in Richtung eines Ausschlusses von sozialer Teilhabe in Beruf oder Freizeit. Sie kann sich auch auf jene Angebote erstrecken, die dazu dienen sollen, die Exklusion oder deren Folgen zu beseitigen. Wer kein Geld für eine Fahrkarte hat, dem nutzt eine Schuldnerberatungsstelle am anderen Ende der Stadt wenig! Dies führt unter Umständen dazu, dass potenzielle Nutzer sozialer Angebote diese nicht in Anspruch nehmen (können). Das Projekt ZAC (Zugangswege zu den Angeboten der Caritas) geht seit Januar 2008 der Frage nach, wie die Zugänge gerade für besonders Benachteiligte weiter verbessert werden können.
