Ăffentliche Aufgaben erfordern zunehmend neue Finanzierungs- und Kooperationsformen. Konzepte wie Ăffentlich-Private Partnerschaften (ĂPP), engl. "Public Private Partnership" (PPP), erfahren dabei eine immer gröĂere Aufmerksamkeit. Die Chancen von PPP werden im sozialen Bereich gerade erst entdeckt.Um den fachlichen Austausch bei den kommunalen Entscheidern und EinrichtungstrĂ€gern zu fördern, hat der Deutsche Verein 2006 eine Fachtagung durchgefĂŒhrt, deren wesentlichen Ergebnisse dieser Tagungsband dokumentiert. Im Mittelpunkt stehen sog. PPP-Betreibermodelle, bei denen die öffentliche Hand einen privaten Betreiber mit dem Bau, der Planung, der Finanzierung und dem Betrieb einer Anlage beauftragt. Im ersten Teil werden ausgewĂ€hlte FachbeitrĂ€ge zu den rechtlichen Rahmenbedingungen und Finanzierungsstrategien zusammengestellt. Sie basieren groĂenteils auf konkreten praktischen Erfahrungen mit PPP im Gesundheits- und Pflegebereich und in der Kindertagesbetreuung. Im zweiten Teil werden unterschiedliche Positionen zu der Frage dokumentiert, inwieweit PPP zur nachhaltigen Haushaltskonsolidierung und Kosteneinsparung bei Kommunen und Anbietern sozialer Dienstleistungen beitragen können.Der Tagungsband soll praxisnahe Entscheidungshilfen fĂŒr die Umsetzung von PPP-Betreibermodellen im sozialen Bereich geben. Er richtet sich primĂ€r an LeitungskrĂ€fte in den Kommunen und Landesbehörden sowie in Einrichtungen, WohlfahrtsverbĂ€nden und anderen Anbietern sozialer Aufgaben.
