Wo viel Geld im und durch den Sport verdient werden kann, ist Kriminalität durch Manipulation im Sport nicht fern. Die Integrität des Sports - Ehrlichkeit, Fairness und Offenheit des sportlichen Wettbewerbs - wird durch Doping und Sportwettenbetrug bedroht. Die Deutsche Vereinigung für Sportrecht (DVSR) widmete daher ihre Herbsttagung in Potsdam am 10. und 11. September 2010 dem Thema "Wettkampfmanipulation und Schutzmechanismen". Die in diesem Band publizierten Vorträge der Tagung sind unverändert aktuell. Carsten Koerl, CEO und Mehrheitseigner der Sportradar AG, schildert unter dem Titel "Wettbetrugstechniken und Abwehrmaßnahmen im internationalen Fußball" detailliert und spannend die Realität der unzulässigen Einflussnahme auf den Ablauf und das Ergebnis von Sportwettkämpfen durch die organisierte Kriminalität. Er zeigt am Beispiel des Unternehmens "Sportradar" auf, was dieser Bedrohung des Sports aus praktischer Sicht entgegengesetzt werden kann: Wettmarktanalyse, Verfolgung von Quoten-Bewegungen usw. Hans-Wilhelm Forstner, Vizepräsident der Staatlichen Lotterieverwaltung Bayern, erörtert in seinem Referat "Deutsches Wettmonopol und Wettbetrug" das bestmögliche Konzept der rechtlichen Ordnung der Sportwette. Im Mittelpunkt steht dabei die These, dass das staatliche Wettmonopol einen wichtigen Beitrag zur Vorbeugung von Sportwettenbetrug darstellt. Udo Steiners Vortrag "Schutz des Sports - Verbands- oder Staatsaufgabe?" knüpft an die Forderung von Carsten Koerl an, es müsse eine Interaktion zwischen Strafverfolgung, Gesetzgeber und Sportverbänden geben. Dabei nimmt er aus verfassungsrechtlicher Sicht eine nähere Bestimmung der Rollen in dieser Interaktion vor.Zahlreiche Schaubilder verdeutlichen die Thesen der einzelnen Beiträge.
