Wenn dieses Rahmenwerk international einheitlich umgesetzt ist, wird es einen wichtigen Beitrag dazu leisten, das Finanzsystem als Ganzes stabiler und sicherer zu machen. Die aktuelle Überarbeitung der Verfahren zur Messung der Bankrisiken und Bestimmung der nötigen regulatorischen Mindestkapitalanforderungen ist sozusagen der Schlussstein des Basel-III-Gebäudes.Auch bei der Europäischen Bankenaufsicht ist noch vieles in Bewegung: Sie setzt sich für eine Beaufsichtigung nach einheitlich hohen Standards ein. Das bildet auf europäischer Ebene den Rahmen für einen stabilen Bankensektor, der seinen Aufgaben für die Volkswirtschaft nachgehen kann.Durch die Aufsichtstätigkeit der EZB konnte bereits ein höherer Grad an Harmonisierung in der Regulierung und Aufsicht in Europa erzielt werden. Bei allen Bestrebungen, ein einheitliches "level playing field" zu schaffen, muss aber beachtet werden, dass Kreditinstitute sehr unterschiedlich sind – hinsichtlich ihrer Größe und ihres Risikoprofils. Dementsprechend verhältnismäßig sollten sie auch reguliert und beaufsichtigt werden. Diese "Proportionalitätsdebatte" hat an Fahrt aufgenommen. Die Ergebnisse des diesjährigen Symposiums sind in diesem zweiten Band der Schriftenreihe zum Bundesbank Symposium zusammengetragen. Wie auch schon im letzten Jahr gibt der Band einen Überblick über aktuelle Themen von Bankern und Bankenaufsehern.
