Im Internationalen Namensrecht ist man innerhalb der Europäischen Union von der Herausbildung einheitlicher Kollisionsregeln noch weit entfernt, so dass der Name eines Unionsbürgers in verschiedenen Mitgliedstaaten nicht selten unterschiedlich beurteilt wird. Eine Arbeitsgruppe des Bundesverbandes der Deutschen Standesbeamtinnen und Standesbeamten hat daher einen Vorschlag für eine Europäische Verordnung über das Internationale Namensrecht ausgearbeitet, der auf einer Veranstaltung in Marburg im November 2015 vorgestellt und von Experten aus dem In- und Ausland in seinen fünf zentralen Aspekten diskutiert wurde: die objektive Anknüpfung (Wechsel vom Staatsangehörigkeits- zum Aufenthaltsprinzip) sowie die subjektive Anknüpfung (Eröffnung einer großzügigen Rechtswahlmöglichkeit), Fragen des Allgemeinen Teils des Internationalen Privatrechts (z.B. unselbständige Anknüpfung von Vorfragen, Ausschluss des Renvoi), die Regeln zur Anerkennung von in ausländischen Registern eingetragenen Namen sowie die behördliche Namensänderung. Der Band dokumentiert die Referate von Anatol Dutta, Rainer Frank, Robert Freitag, Gerard-René de Groot, Tobias Helms, Christian Kohler, Andrzej M?czy?ski, Walter Pintens, Ilaria Viarengo und Rolf Wagner zu der Veranstaltung sowie den Vorschlag und seine Begründung.
