Zwei Journalisten decken auf - vor 15 Jahren, wenige Wochen vor dem Balkan-Krieg, erfolgte in der Ostsee ein Manöver von NATO-Staaten. Ein Kutter aus Sassnitz sank, drei Fischer kamen ums Leben. Militärs, Politiker, Juristen und Gutachter bemühten sich eifrig und erfolgreich, einen kausalen Zusammenhang zwischen beiden Ereignissen zu bestreiten. Die beiden NDR-Journalisten Schmidt und Riemann recherchierten, weil sie den offiziellen Darstellungen nicht glaubten. Inzwischen fanden sie Beweise, dass ihre These stimmte. In der Neufassung ihres Buches von 2001 geht es nicht mehr nur um die Schuldfrage, sondern um die Mechanismen und Motive, mit denen die Öffentlichkeit getäuscht und belogen wurde.
