Die Antwort war eigentlich schon bei ihrer Errichtung klar: Ihr militärischer Wert ist so gering wie der traditioneller Festungsbauten im 19. Jahrhundert. Gotthold Schramm hat die Baustelle im Ahrtal besucht und viele bis heute unbekannte Dokumente zum Bunkerbau in beiden deutschen Staaten gesichtet. Er vergleicht, analysiert und macht eine ökonomische wie politische Rechnung auf, die schaudern lässt.
