Die methodischen Schritte und deren Ausgestaltung sind praktisch erprobt. Besonderes Augenmerk wird dabei auf eine inklusiv und sozialräumlich ausgerichtete Sozialberichterstattung und Sozialplanung sowie auf die Partizipation der Bürger/innen im Planungsprozess gelegt.
