La rico-struzione pone al centro di questi processi la campagna referendaria sull'Ā«Acqua bene comuneĀ», che si ĆØ svolta nel 2011, e il relativo esito della consultazione popolare, il quale ha aperto una discussione sulla definizione normativa del servizio idrico integrato e sui modelli di gestione ad esso applicabili, oltre a diffondere una nuova sensibilitĆ per i beni comuni. Ampio spazio ĆØ riservato all'esperienza parigina e a quella napoletana di ritorno alla gestione pubblica, che dimostrano come sia possibile, per un bene cruciale come l'acqua, immaginare un ruolo forte delle istituzioni locali, valorizzando altresƬ gli elementi della partecipazione e della conservazione delle risorse anche per le generazioni future.
