Il saggio analizza le crescenti difficoltà dei regimi parlamentari ad assicurarle. Carlo Fusaro, ordinario di diritto pubblico comparato ha insegnato a Pisa e Firenze, dove è stato direttore del dipartimento di diritto pubblico; ha collaborato alla Valutazione della qualità della ricerca 2004-2010 per il gruppo giuridico. Deputato nella IX legislatura, è stato consigliere della presidenza del Consiglio con C. A. Ciampi. Autore con A. Barbera di un manuale giunto all'ottava edizione, è membro della direzione dei "Quaderni costituzionali"; ha diretto la collana "Si governano cosÏ" (venticinque volumi su altrettanti ordinamenti costituzionali). Già presidente della Società italiana di studi elettorali, presiede il Collegio garante della costituzionalità della Repubblica di San Marino. à stato visiting professor all'University College London, all'Università di Brema e alla Hiroshima Shudo University. Suoi lavori sono stati pubblicati in inglese, francese, russo, ceco, giapponese, spagnolo.
