Stabilizzata la possibilità di utilizzare in compensazione i crediti verso le pubbliche amministrazioni per pagare le somme dovute in caso di adesione alle richieste tributarie e ampliamento della la possibilità di compensare gli stessi crediti per somministrazioni, forniture, appalti e prestazioni, con i debiti a ruolo relativi a tributi erariali, regionali e locali, contributi previdenziali e assistenziali, premi Inail in riferimento alle cartelle notificate fino al 30 settembre 2013.
Novità, dal 1° ottobre 2014, per i versamenti tramite F24 che, in caso di saldo finale pari a zero per effetto di compensazione, dovranno avvenire soltanto tramite i servizi telematici dell'Agenzia delle entrate. Potranno invece viaggiare anche attraverso i servizi telematici offerti dagli intermediari convenzionati con la stessa Agenzia, gli F24 oggetto di compensazioni e con saldo finale positivo e gli F24 con saldo finale di importo superiore a 1.000 euro. Infine è stata definitivamente cancellata la ritenuta d'acconto del 20% sui trasferimenti di denaro provenienti dall'estero costituenti redditi da investimenti o da attività di natura finanziaria.
