Die bereits in den Vorauflagen bewährte Struktur der Darstellung wurde beibehalten und ermöglicht so ein rasches Einarbeiten in die dargestellte Rechtsmaterie wie auch den gezielten Zugriff auf Problemschwerpunkte. Die seit der Vorauflage intensiv geführte Diskussion innerhalb des Gegenstandsbereiches, die nicht ohne Auswirkung in der Rechtsprechung blieb, machte eine umfassende Neubearbeitung erforderlich.
