Am 15. März 1951 wurde die "Dienstsstelle für Auswärtige Angelegenheiten im Bundeskanzleramt" in das als eigenständiges Bundesministerium wiedererrichtete Auswärtige Amt überführt. Bundeskanzler Adenauer übernahm nun auch den Posten des Außenministers. Zu den Aufgaben, denen er und die Beamten der neuen Behörde sich gegenübergestellt sahen, gehörten u.a. die Verhandlungen über einen Verteidigungsbeitrag der Bundesrepublik, der Abschluss des Vertrags über die Gründung einer Europäischen Gemeinschaft für Kohle und Stahl, die Gespräche über die Ablösung des Besatzungsstatuts, die Beratungen über die Auslandsschulden sowie die Sondierungen über Wiedergutmachungsleistungen an Israel.
