Die sowjetische FĂŒhrung war sich 1975 nach der Unterzeichnung der KSZE-Schlussakte ihres Erfolges sicher und feierte vor allem die Vereinbarungen ĂŒber vertrauensbildende Maßnahmen. Dass der Kreml die Sprengkraft der Schlussakte in puncto BĂŒrger- und Menschenrechte unterschĂ€tzt hatte und langfristig in einen bestĂ€ndig wachsenden Zugzwang der Demokratisierung geriet, zeigt Yuliya von Saals Studie. Eine besonders starke Wirkung entfalteten die Interdependenzen zwischen der sowjetischen KSZE-Politik und der Innenpolitik der UdSSR in der Perestroika-Ära unter Michail Gorbacev. Der KSZE-Prozess ermunterte die zentrifugalen KrĂ€fte in der multiethnischen Sowjetunion, erweiterte den innersowjetischen Diskurs um das Thema "Menschenrechte" mit erodierenden Folgen fĂŒr die Staatsideologie und stimulierte die gesellschaftliche Kritik am System. Insbesondere beförderte er die Liberalisierungspolitik der Reformer in der KPdSU und sicherte diese international ab.
