The Toolkit was written to support school personnel with the mechanics of putting together a school portfolio, as well as to offer processes and strategies to move whole school staffs into and through continuous improvement. The tools in the Toolkit will help staffs create, implement, and maintain school portfolios and begin the journey of continuous improvement. Each chapter deals with one topic related to the school portfolio and comprehensive school improvement, with related documents and tools. The school portfolio is a purposeful, ongoing, dynamic, and fluid collection of work that tells the story of a school and its systemic continuous improvement efforts to better serve its clients—the students. The school portfolio clearly spells out the purpose and vision of a school. It measures and ensures congruence of all parts of the organization to enable the attainment of the vision. It is a framework and a tool for continuous school improvement.
Purposes and uses of a school portfolio are to:
establish one living document that describes an overall school plan and the school's vision, mission, beliefs, and rationale for improvement
document efforts on a number of elements important to school improvement and align them with the vision
understand the complexities of the schoolwide organization

The elements of a school portfolio include the following:
Information and Analysis establishes systematic and rigorous reliance on data for decision making in all parts of the organization.
Student Achievement supports schools in moving teachers from providers of information to researchers who understand and can predict the impact of their actions on student achievement.
Quality Planning assists schools in developing the elements of a strategic plan including a vision, mission, goals, action plan, outcome measures, and strategies for continuous improvement and evaluation.
Professional Development helps staff members, teachers, and administrators change the manner in which they work, i.e., how they make decisions; gather, analyze, and utilize data; plan, teach, and monitor achievement; evaluate personnel; and, assess the impact of new approaches to instruction and assessment on students.
Leadership assists schools in building shared decision making and leadership structures to implement the vision to impact their specific population, culture, and climate.
Partnership Development assists schools in understanding the purposes of, approaches to, and planning for educational partnerships with business and community groups, parents, other educational professionals to increase student learning.
Continuous Improvement and Evaluation assists schools in further understanding the interrelationships of the components of continuous improvement and in improving their processes and products on an ongoing basis.
Each of these elements has a rubric known as a Continuous Improvement Continuum that shows what it might look like if a school took a specific approach to that element, and implemented the element using that approach, with a resulting outcome. The Continuous Improvement Continuums (CICs) were developed from the literature on school improvement and quality business management and represent how schools typically move from being “reactive” to “proactive” schools. WHY A TOOLKIT?
The world of education has been talking about school improvement for decades. Programs and strategies have been adopted by schools and districts; some have even been thoroughly implemented. Some school improvement processes have led to improving schools. Most school improvement processes are dropped when the next round of reform breezes onto the scene, or when the work gets hard. One process that continues to survive the fads blowing in and blowing out is the school portfolio. As one Ohio school administrator put it:
