La calidad del servicio que brindan las entidades del sector público tiene consecuencias sobre la calidad de vida de los ciudadanos y define el logro de los objetivos del Estado. Este estudio determina, mediante un análisis de la percepción de funcionarios y de usuarios, qué efectos produjo la implementación del sistema de gestión de la calidad sobre la capacidad de las entidades para mejorar su enfoque hacia el ciudadano e incrementar la calidad en la prestación de servicios. Los resultados señalan que la gestión de la calidad ha tenido una influencia positiva en la cultura de los servidores públicos y en la percepción de los ciudadanos hacia el servicio, pero aún no los satisface.
