Algunos asuntos ocupan de tal manera la atención de un país que llegan a ser un tema primordial de debate público, hasta convertirse en el referente de los ciudadanos para evaluar el desempeño de un gobierno. Este fue el caso de la política de seguridad democrática durante la administración del presidente Álvaro Uribe, en los periodos comprendidos entre 2002 y 2010. ¿Qué permitió que la visión de seguridad democrática surgiera y fuera la bandera de la agenda de dicho gobierno? Los autores de esta obra plantean que la inclusión de este tema se debió a que el entonces candidato Álvaro Uribe, actuando más como empresario que como político, aprovechó la coyuntura que se creó durante las elecciones presidenciales de 2002 gracias a dos detonantes: la ruptura del proceso de paz y los atentados del 11 de septiembre en Estados Unidos. El político empresario se sirvió de estos hechos para promover un fuerte presidencialismo, tanto en lo formal como en lo informal, que le permitió impulsar la política de seguridad democrática. Así, esta obra intenta explicar cuáles fueron las dinámicas que facilitaron dicha agenda, que fue determinante en el desarrollo del gobierno del presidente Uribe y también en la historia del país.
