Los estudiosos de la representación política se sorprenderían con el artículo 259 de la Constitución colombiana. El voto programático es una de las pocas figuras autóctonas del Derecho colombiano: la Constitución de 1991 es la única del mundo que obliga a los gobernantes a cumplir sus promesas electorales. Pero aun así, los gobernantes siguen incumpliendo, muchas veces sin ninguna justificación, sus programas y, lo que es peor, no existen mecanismos para evitar que lo hagan. Luego de explicar en qué consiste el voto programático, qué es y cómo debería estar estructurado un buen programa de gobierno y por qué el cumplimiento de los compromisos programáticos es importante en una democracia participativa y deliberativa, el autor presenta una serie de mecanismos para que los mandatarios cumplan lo prometido. Estos van desde una revocatoria del mandato que en verdad funcione, hasta la posibilidad de anular planes de desarrollo contrarios a los programas inscritos por los candidatos.
