Esta obra sienta una posición académica y de preocupación por parte del autor frente a la importancia y especial relevancia que adquirió la figura de la función de advertencia en el ejercicio del control fiscal, y que desafortunadamente mediante Sentencia C-103 de 2015 de la Corte Constitucional se declaró inexequible el numeral 7º del artículo 5 del Decreto Ley 267 de 2000. Así, el presente libro ofrece plan de ruta para estudiar la gerencia pública, la gestión financiera y el control fiscal desde una perspectiva aplicada, así como un apoyo para revisar la literatura especializada y profundizar en cada tema tratado.
