Gabriel Negretto estudia el cambio constitucional y la elección institucional desde una perspectiva teórica comparada a partir de los procesos de conformación y transformación de las constituciones y el impacto que en la esfera social, política y económica de las sociedades donde acontecen, desde 1978 al 2008. El análisis que lleva a cabo es innovador por aportar nuevos elementos al estudio de la génesis de los diseños constitucionales y responder porqué existe una gran diversidad de modelos, inconsistentes entre ellos, en América Latina. A partir del estudio histórico y estadístico de las reforma constitucionales de 1949 y 1994 en Argentina; la reforma de 1991 en Colombia, y la acontecida en Ecuador en 1998, prueba que estos son estructuras cooperativas y estructuras de poder, reflejo de su tiempo convulso.
