Der schleswig-holsteinische Grenzort Büchen war Durchgangsstation für die Heimkehrer- und Aussiedlertransporte der 1950er Jahre und ab Mitte der 1960er Jahre zentrales Drehkreuz für Millionen Interzonenreisende. Die Betreuung des Interzonenverkehrs im Kalten Krieg wurde zu einem besonderen Aspekt deutsch-deutscher Nachbarschaftspolitik. Das karitative Wirken der Bahnhofsmissionen an den Grenzbahnhöfen lag im intentionalen Schnittpunkt des Ministeriums für innerdeutsche Beziehungen und der Bonner Sozialpolitik. 1956 waren die Bahnhofsmissionen in der DDR verboten worden. Die BRD-Politik hingegen zielte darauf ab, die DDR-Reisenden als Ausdruck einer systemantagonistischen Abgrenzungskonkurrenz zu ihren Adressaten zu machen.
