ABSTRACT

e-Learning is the type of learning where electronic technologies are utilized to access educational curricula outside the conventional classroom. e-Learning is the main information communication and technology (ICT) tool used for teaching and collaborating learning. e-Learning usually refers to the structured and managed learning experience and maybe provided partially or wholly via a web browser or through the Internet and intranet or multimedia platform. Tertiary institutions are mandated to create, adapt, and disseminate knowledge to individuals with better professional competencies. This could be achieved using e-learning facilities in the classroom instructions. Specifically, the office technology and management (OTM) courses are expected to comply with 21st- century technologywise since the secretaries are the custodians of the technologies. This paper focused on identifying the e-learning facilities for teaching and learning OTM courses in Nigerian tertiary institutions. The total population was 229 OTM and ICT lecturers used as a respondent all drawn from the seven tertiary institutions in northwest Nigeria. The whole population was used as a sample of the study because the population is manageable in size. The research was guided by three research questions. A structured questionnaire was the instrument used to collect data. It was categorized as SA = (strongly agree), A= (agree), D = (disagree), and SD = (strongly disagree). All of the categories have points of 4 and 1, respectively, in order of their importance. The analysis of data was done using mean and standard deviation to answer the research questions with a benchmark of 2.50. Conclusions and recommendations were also drawn based on the findings. Among others, the paper recommended that the e-learning approach should be used in teaching the OTM courses in tertiary institutions; the management of the institutions should encourage teachers and students to access the facilities that were not accessible as they collaborate and enhance teaching and learning, and special grant for intervention should be provided by the government to collaborate e-learning instructional delivery in tertiary institutions.

1.1 INTRODUCTION

e-Learning refers to learning where technologies are utilized to administer educational curriculum outside the conventional class. e-Learning is the main information communication and technology (ICT) tool for instructional delivery. e-Learning means to structure and manage learning experience provided partially or wholly via a web browser or through the Internet, palmtop, e-book, world wide web, etc. The changes occur in most business environments. Tertiary institutions are mandated to create, adapt, and disseminate knowledge to individuals with better professional competencies. This could be achieved using e-learning facilities in the classroom instructions. Specifically, the office training and management (OTM) courses are expected to comply with 21st century technologywise since the secretaries are the custodians of the technologies. This paper focused on identifying the e-learning facilities suitable for the instructional delivery of OTM courses in Nigerian tertiary institutions.
Anderson and Glem (2003) posit that ICT refers to a connection of many different types of computer networks linked together globally. They added that those technologies are used to communicate information are called ICTs. These technologies include computers and its devices, including software and hardware applications used to access the Internet networking infrastructures, video conferencing, and many more.
ICT has essentially entailed in collecting, processing, storing, retrieving, as well as transmitting and communicating data in different forms, such as audiovisual or audio and visual formats (UNESCO, 2002). The concern on how the OTM curriculum is delivered in the Polytechnics, Colleges of Education, and Universities in contemporary times is very important to our educational system. This can be achieved by accessing the e-learning facilities in the instructional delivery situation to improve the academic effectiveness and efficiency of OTM students in modern organizations. The challenges faced by educators in these institutions are neither centered on covering the course contents nor adopting the appropriate pedagogical aids by collaborating e-learning in the teaching and learning process.
The integration of information technology (IT) in teaching is to ensure the quality of the OTM courses. There are two reasons for incorporating ICT facilities in teaching and learning of OTM. First, students would be familiar with the facilities since all jobs in the society rely upon ICT. Second, the pedagogy of OTM courses using e-learning resources would improve the quality of OTM graduates by making them more attractive and effective in the labor market. ICT is significant and plays a very vital role in society. It makes them to have the skills, adapt them, and apply them in processing the information (Aribasala in Apagu and Wakili, 2015).
Furthermore, information is raw facts, while communication, on the other hand, means sending a message from the sender to the receiver. By doing so, communication becomes information (Mukerjee, 2008). As such, only when data is processed, organized, and interpreted, it can be used in decision making. Additionally, technology could be any knowledge that can be used to dev...
