Conocida sencillamentecomo Junta para la Ampliación de Estudios, abría para losjóvenes investigadores españoles la posibilidad de recuperar latradición histórica de contacto intelectual con el extranjero, interrumpidacasi tres siglos antes.Como el propio preámbulo del texto indicaba, "no falta entrenosotros gloriosa tradición en esta materia. La comunicación conjudíos y la mantenida en plena Edad Media con Francia, Italiay Oriente; la venida de los monjes de Cluny, la visita a las Universidadesde Bolonia, París, Montpelier y Tolosa; los premios yestímulos ofrecidos a los clérigos por los Cabildos para ir a estudiaral extranjero, y la fundación del Colegio de San Clementeen Bolonia, son testimonio de la relación que en tiempos remotosmantuvimos con la cultura universal. La labor intelectual delos reinados de Carlos iii y Carlos iv, que produjo la mayorparte de nuestros actuales Centros de cultura, tuvo como puntode partida la terminación del aislamiento en que antes habíamoscaído, olvidando nuestra tradición envidiable, y restableció lacomunicación con la ciencia europea, que, interrumpida luegopor diversas causas, no conserva ahora sino manifestaciones aisladas, como las pensiones para viajes concedidas a los becariosde Salamanca y el Colegio de Bolonia".
