Il volume di Palmitessa è frutto di una ricostruzione attenta delle dinamiche mercantili dei periodi storici in cui si snoda la narrazione di eventi che sono minuziosamente estrapolati dalla lettura del Codice Diplomatico Barlettano. Nell'arco temporale in cui si dipana l'esame delle fonti emerge chiaramente l’indiscutibile ruolo commerciale di Barletta, della "Civitas Marinara barolitana", come ininterrotta sede del Regio Portulano di Puglia (XIII.XIX secolo).
L'Autore, fedele alle fonti, è comunque abile nel cogliere il sincretismo tra storiografia amalfitana e pugliese nel quadro delle relazioni mercantili e diplomatiche tra il Ducato e gli empori pugliesi. Analizzando gli scritti di Matteo Camera si evince come il "know how" amalfitano in fatto di mercatura e la cultura marinara sia stata fattore determinante per il commercio in Puglia ma anche per l'amministrazione di una giustizia "specializzata" per le controversie in materia.
Palmitessa coglie l'importanza ed il valore strategico dei porti e la loro amministrazione attraverso i "magistri portulani" inseriti nel quadro di potenziamento infrastrutturale e di indirizzo strategico degli scali dall'" ordinatio novorum portuum" del 1239 di Federico II.
In conclusione, la lettura del volume contribuisce sensibilmente a colmare lacune storiografiche in tema di istituzioni regie di "governance" portuale che sono alla base della fioritura delle identità marinare. Alfonso Mignone
