En la formación y evolución de los sistemas nacionales de justicia juvenil han jugado un papel determinante los instrumentos internacionales, en particular la Convención sobre los Derechos del Niño de 1989. En el marco de Iberoamérica, los 22 países que conforman la Conferencia de Ministros de Justicia de Países Iberoamericanos (COMJIB) procedieron a su rápida ratificación y, salvo Argentina y Cuba, todos se han dotado de un marco normativo en materia de justicia juvenil post Convención. Pero esa aceptación jurídica de la Convención, ratificada por todos e incluso incorporada a sus constituciones de forma expresa por muchos, no siempre se corresponde con una aceptación material, una recepción real, en cuanto no es aplicada, y prueba de ello son los informes periódicos del Comité de Derechos del Niño, donde ningún país sale indemne. En esta obra se analizan, desde diversas ópticas, algunos aspectos generales de la justicia juvenil en Iberoamérica, así como aspectos concretos de 10 países de la región, a través de expertos referentes en la materia."
