Die ökonomische Föderalismustheorie auf der Basis der Arbeiten von Musgrave und Oates ordnet Verteilungskompetenzen grundsätzlich der Zentralebene zu. Unter Berufung auf diese Arbeiten wird auch die Ausweitung der Verteilungskompetenzen der EG gefordert. An diesen traditionellen Föderalismusmodellen wird in der vorliegenden Arbeit Kritik geübt und folgend ein wohlfahrtstheoretisches Modell entwickelt, in dem jede Ebene Verteilungskompetenzen in bezug auf die direkt untergeordneten Wirtschaftseinheiten besitzt. Mit Blick auf die konkreten Fragen der Verteilungspolitik in der EG läßt sich daraus der Schluß ziehen, daß die EG nur interregional verteilungspolitisch tätig werden sollte; interpersonelle Verteilungspolitik fiele dementsprechend ausschließlich in die Kompetenz der Mitgliedstaaten.
