Die Gesetzliche Krankenversicherung ist ein wesentlicher Bestandteil im staatlichen Umverteilungssystem. Dennoch wurde ihren Umverteilungswirkungen sowohl in der politischen Diskussion als auch in der wissenschaftlichen Forschung bisher wenig Beachtung geschenkt. In dieser Arbeit soll daher untersucht werden, wie die GKV-Finanzierung stĂ€rker an ihren Distributionszielen ausgerichtet und somit ihre Verteilungseffizienz erhöht werden kann. Es werden zunĂ€chst adĂ€quate Kriterien zur Bewertung und ein Konzept zur Messung der Umverteilungen entwickelt. Damit werden die Wirkungen im heutigen System und von ausgewĂ€hlten Reformen untersucht. Aus den Ergebnissen der Untersuchung werden abschließend Rahmenbedingungen fĂŒr eine zukunftsorientierte Finanzierungsreform abgeleitet.
