Vor der Modellierung der monetĂ€ren Ströme erfolgt eine Neuordnung der Aufgabenverteilung zwischen der EU und den Mitgliedstaaten. Daraus ergeben sich die Ausgaben der Gemeinschaft sowie die nötigen Einnahmen. Am Ende stehen ein progressives Beitragssystem sowie ein regionaler Finanzausgleich, der an die Stelle der Strukturfonds tritt. Die Verteilungswirkungen des Modells werden anhand eines vom Verfasser hierfĂŒr programmierten Simulationsprogramms untersucht.
