Angesichts beträchtlicher Funktionsmängel des Wohnungsmarktes besteht wohnungspolitischer Handlungsbedarf. Die Studie zeigt, daß der soziale Mietwohnungsbau nicht in der Lage ist, einkommensschwache Haushalte und soziale Randgruppen effizient mit Wohnraum zu versorgen. Einzelne Korrekturmaßnahmen wie beispielsweise die Fehlbelegungsabgabe können keine Abhilfe schaffen. Auch die 1994 eingeführte einkommensorientierte Förderung weist erhebliche Probleme auf, bietet jedoch Ansatzpunkte für eine Neukonzeption des Fördersystems: Zentrales Instrument der sozialen Sicherung des Wohnens ist dabei ein leicht modifiziertes Wohngeld. Es wird flankiert durch den Erwerb kommunaler Belegungsrechte im Wohnungsbestand für solche Haushalte, die nicht aufgrund fehlender Mietzahlungsfähigkeit, sondern wegen persönlicher Eigenschaften auf dem Wohnungsmarkt benachteiligt werden.
