Per oltre un quindicennio egli intese in questo modo affrontare e risolvere il dilemma, tipico di ogni Ă©litemodernizzante, tra conservazione e trasformazione, comprensione di presupposti, codici, caratteri tradizionali, persistenti e ineludibili del rapporto tra politica e societĂ , e orientamento al cambiamento politico e allo sviluppo socio-economico di una periferia arretrata.
