La Terracina medievale, "città di frontiera", era al centro delle relazioni tra il Regno di Napoli e Roma. La posizione sul mare, il porto e il dinamismo dei ceti sociali la misero in stretto contatto con altre città marinare del Mediterraneo. Aperta a mercanti e marinai, con una popolazione che fino al XIV secolo continuò a crescere, acquisì una fisionomia peculiare e complessa, che incise sull'evoluzione sociale e sulle dinamiche delle sue istituzioni. A questo si affiancava il rapporto con l'entroterra, caratterizzato da pascoli, raccolta del legname e allevamento del pesce, ma anche, nelle più limitate zone fertili, dalla notevole estensione delle terre coltivate a vigneto.Con il consolidarsi dello Stato della Chiesa Terracina vide crescere il valore della sua posizione ed assunse nuovi ruoli direzionali e di controllo del territorio, ma fu anche oggetto delle mire degli Angioini e dei Genovesi, e costretta a subire la diretta ingerenza pontificia per evitare quella delle famiglie baronali circostanti.
