Il 3 maggio 1941 l'Italia fascista annetté la parte meridionale della Slovenia con il nome di "Provincia di Lubiana". Da quella data in poi questa zona fu il teatro di una sanguinosa guerra partigiana condotta dalla Resistenza slovena, organizzata e diretta principalmente dal partito comunista sloveno. Per fronteggiare l'insurrezione, l'eser cito italiano schierò un intero corpo di armata che, nell'estate del 1942, giunse a contare più di 60.000 uomini, a fronte di una popolazione complessiva della "provincia" che si aggirava sulle 300.000 persone. Nonostante il notevole spiegamento di forze, l'esercito italiano non riuscì mai a controllare il territorio della provincia e fu messo in gravi difficoltà dalla Resistenza slovena.Questo libro ricostruisce le varie strategie antiguerriglia messe in pratica dai vertici militari italiani, tra i quali si annoverano i generali Vittorio Ambrosio, Mario Roatta, Mario Robotti, Gastone Gambara e Taddeo Orlando. Oltre a ripercorrere i principali avvenimenti militari, si analizzano il perché del fallimento della strategia italiana e le cause che portarono allo scatenamento di una vera e propria "guerra ai civili" da parte delle forze di occupazione. Il capitolo finale, infine, ricostruisce il lento e faticoso cammino della memoria della guerra nei Balcani tra l'opinione pubblica italiana.
