Esso doveva essere capillarmente offerto alla generalità della popolazione, attraverso la nomina in ogni comune della levatrice di comunità (la levatrice condotta), e affidato a un personale con credenziali universalmente definite e ufficialmente riconosciute (il diploma conseguito in una scuola di ostetricia minore).E se questo progetto trasformativo, che ambisce a produrre una mutazione culturale della «coscienza ostetrica» del paese (sanitari impegnati e famiglie), è per le levatrici istruite nelle scuole una promessa di riconoscimento professionale e sociale, per le tante esercenti empiriche è l'avvio contrastato ma irreversibile verso il declino.
